If I'm there on my own I take "you" to be second person singular. If I'm there with my family I take "you" to be second person plural, i.e. did we, as a family, pack our own bags?
Either way, I take the question as a slightly less threatening way of saying "Do you take full and total responsibility for the contents of these bags?" So if they open the bags and find 10 kilos of cocaine after I've said "Yes" to that question, that becomes my problem ...
