I can't see the ferry company giving two hoots.

If it's in her contract not to take the car out of Ireland she won't be insured so it's a big risk.
My first worry would be that if the rental agreement prohibits the car leaving Ireland than any accident she has would not be covered by insurance and she'd have to pay.
I doubt the ferry company would take any notice, registration only shows where a car was registered not where it lives now.
Unlikely the ferry company will follow it up.

However breaching the Ts&Cs of rental agreement seems a daft and risky thing to do. There are car rental companies in Scotland too.
Many, many people from the Republic will take their own cars on the ferries from Larne or Belfast to Cairnryan or Troon, with the staff of P&O and Stena never having any reason to query their travel arrangements. Since there would be no reason for those staff to know that it's a hire car, I can see no reason why your friend would be challenged.
All the cars I hired in Ireland have allowed us to travel to the north but not out of the country.
I agree that the ferry will not care at all , but the rental company will.
As said it will not be insured out of Ireland so is it worth the risk of an accident or police stop/check , getting a conviction for no insurance and the car confiscated?
I would not risk it.
To correct some of what has been written above:

Irrespective of what it says in the rental contract, the legal 'third party' bit of the insurance cover will still apply in Scotland, so there's no possibility of your friend being prosecuted for driving without insurance. (Under EU law, ALL vehicle insurance policies issued anywhere within the EU must provide the minimum statutory cover in all member states).

However if she's involved in an accident that results in the vehicle being written off (and isn't the fault of the other driver), she will have to pay the full cost of replacing the vehicle because the 'comprehensive' part of the policy won't be valid.
if anything does go wrong along the way expect a massive bill.

she didnt go to scotland ( too risky ) but she hired car from shannon airport and wasnt allowed to take to uk, but let her take it to belfast which is " uk " hahaha
It is normal to allow hire cars to be used between Southern and Northern Ireland. Would be impossible to prevent it any way. Taking a hire car to 'Mainland UK' is not allowed without specific permission from the hire company.
Like I said...most car hire firms allow travel to the North as long as it doesn't leave the actual country...I think they view Ireland as one country.
