London Congestion Charge

We are travelling to London for a few days, staying in Waterloo. We will be driving in on the Monday, parking in a secure car park and won't be driving again until we leave on the Thursday. I'm assuming we only need to pay the congestion charge for the two days we will physically driving our car in London (arriving and departing)?

Yes, two days charge if you travel between 7am and 10pm

It doesn't affect me at the moment, but I am puzzled. I gather that 6-yr old diesel cars will be charged, but mine is so very fuel efficient that I pay Zero Road Tax. If one Govt' dept. says it is 'clean', why would another charge me because it isn't? And how would they know anyway? T.G. I don't live near London.
