Looking at my Atlas it looks like Kuwait
If the question is "which country bordering on the Persian Gulf has the northernmost capital", then I think that must be Iran (Persia). Damaskus (Syria) is slightly further south I believe. Kuwait is south of both of these and also Baghdad.
