whe I lived in Dubai U.A.E you had tp produce your UK license and they gave you a permit with photo etc but it was a lots paperwork and queing up for the day.
Best bet is to hire a car and they will do it all for you, even if you only do a short hire you will then have the necessary legal docs to drive.
Dont attempt without because they have regular road side spot checks and the first words they say is "license", without they will take you to jail until someone comes to release you.
