plastic fences alongside motorways

Has anyone noticed these? About a foot high, clear plastic, with wooden posts every 6 feet or so. Often found near roadworks (eg M1 south of Dunstable at the moment)

What on earth are they for? Also - they suddenly stop for no obvious reason....

something similar is used adjacent to railway works. If the "motorway" version is used for the same purpose, then it's Newt Fencing - placed in areas of known newt habitation, to keep them out of the works.
I've seen miles of it in East Anglia, I was told that it is to do with otters!
