Cancelled Trip Due To War

A friend in work was due to go away with his wife to Beriut this week, however last week the government advised people not to travel due to the civil war and the airport there was closed. It reopened so the travel agent said they should go and that if they didnt they wouldnt get a refund. Obviously the couple had become very nervous and cancelled, they have received taxes back and told if they wanted to they can fill in a claim form but were advised they stand very little chance of a refund. Does anyone know if this is the case despite the Governments advice. Thanks so much.

On those grounds I suspect their insurance wouldn't cover them and they'd certainly have a case to make for refusing to fly.
