I refer to my earlier response - it's not as if babies lie quietly between feeds is it? They cry when they are bored, or fancy being picked up, they need to be changed frequently - imagine the MP's when the waft of stewed prune breakfast residue drifts over the chamber?
No - for all sorts of practical reasons, it is unfair on the baby to be stuck in a stuffy room all day listening to people droning on, and it is unfair to the baby's mother to expect her to work without distraction when here baby wants her attention.
A baby young enough to be breastfed is a baby too young to be taken to work - and that applies more or less anywhere.
