Don't bother with 101 you wont get anywhere and people know this especially when some idiot Police forces put out daft statements like saying they wont investigate certain crimes.
In addition, I think if you look deeper you may find they are not as daft as they seem to some people. Take the Kebab woman for example, she clearly felt aggrieved at being refused a refund and in her mind it is tantamount to theft, a small amount maybe but who draws the line? As for the woman phoning because she was arrested, she is confused. Better safe than sorry surely.
Some, of course, are just plain stupid, but then the vast majority of the public is thick.

I disagree that most people are thick. Some people are. And when you combine thick and desperate with drink, drugs and universal phone access.....
I bet before 2000 the people falling into the category of making persistent idiot 999 calls had already been blacklisted by BT for non payment. So they'd have to use a payphone - which unless their landlord was kind enough to install, they'd have to get up, put their shoes on and go down the road to do.
Now all you need to do is reach across the sofa. You don't even need credit on your phone to do a 999 call.
Most people don't, because most people are just ordinary and fairly decent.
