So, if we're supposed to be selective about the eligibility of any given 'swarm' to become part of 'us', who gets to participate in the 'vote'? I daresay the lace-makers in Devon or wherever would have barred the Huguenots as would the English aristocracy have barred the Norman lords if they could and yadda, yadda, yadda.

It's a nonsense to try and claim we are all the same. Over the centuries each have developed quite different cultures (and I'm not saying one is betrter than the other). Much of this is around religion which is now the big problem when trying to mix these cultures.
Like it or not, humans are primarily tribal - and that, often combined with religion, is what causes war. Something we are probably hurtling towards.
