I have just repotted some plug sweet peas bought from garden centre into individual small pots, do I need to pinch out the tops as the are a bit spindly to encourage stronger growth.

Yes, you can pinch out the tops, if they are leggy or 6-8" high.
They do best in long narrow pots, as they like a deep root run.
