According to Wikipedia, Whatsapp is available for the 'Windows Phone' operating system but not for desktop versions of Windows:

Get your SIL to open a free email account with GMX:

(NB: I'm NOT suggesting that he needs to actually use the account for email purposes at all. It's just a facility that comes with the account that he'll find useful).
Once he's got an account, he'll automatically be given 2Gb of free online storage with it. All he needs to do is to create a folder within that storage space and then upload his videos to it. There's then an option to email you a link, so that you can access the contents of the folder. Easy peasy!
