I don't think a new editor has been appointed yet. They are still crediting Sean O'Connor in the cast list on the BBC website, but he is now working on EastEnders (credited there too) and one of the scriptwriters has confirmed that he is no longer working on TA.
The week of Helen's trial is still Sean's work, as he planned the whole of the 3+ years of Helen/Rob, and that week was written separately from the usual scriptwriting cycle.
With regard to Jess being summoned...yes, she can be if Anna applies for a witness summons. If a witness fails to attend court or give evidence, they can be punished for contempt of court. The punishment can take the form of a prison sentence of up to 3 months duration and/or a fine of up to £2500.
