This may be due to bad diet - he needs to increase his intake of fruit, veg, and oily fish to improve protein levels. As an immediate treatment, he should rub some soft white parafin of vaseline onto the affected area, and use an emolient in his bath - btoh available from the chemist.
Go to gp and tell him about it..in mean time use some kind of lube jelly and/or wear a condom to reduce wear and tear...doc might prescribe some kind of steroidal cream to treat the foreskin...perhaps u could help ur boyfriend apply it...perhaps a dab of Savlon healing cream for cuts and bites might help until such time as u can get him down to the gp....good luck.
I'm not a doc, but it sounds like an infection of some kind. Thrush or similar. You may even be passing it back & forth. He could try a proprietry cream available from any chemist (NB You should both use it) and use a condom until it clears up. I do suggest a visit to his GP though.
Sounds like it could be thrush to me too - trip to the GP will clear it up, anyway it's not "extra" skin - it's exactly as it was designed to be!
Get him to wash and dry it afterwards.

Well this problem has been going on for yrs he is thinking about going and getting circumcised. It would be helpful if anyone has info on a adult male getting circumcised

You should both go to your GP doctor and get some good advice.
