To ask a seller if I could make an offer on an unsold item? Would they need to re-list?

Not at all, I've done it before. They can either say yes, barter a little or decide to re-list but there's no harm in asking.

No I have often done it. Just send them a message on eBay and offer to buy it via paypal. That way they don't have to pay another listing fee and it is fully traceable and with the Paypal guarantee. ( a lot of people do not realise eBay and Paypal are two separate companies now )
You may have trouble as eBay will not allow you to put your Paypal or email ID on eBay messages, but I get round it by asking them to text you the details ( or I have put a photo of my email address on eBay messages),phone numbers are permitted!

I emailed the seller...now I see item has already been re-listed at same price. I'll remember to bid this time.
contact the seller and say you will buy it now !
at a reduction of course
and make sure he knows that if it doesnt sell again
your next bid will be lower

he is reserving high and hasnt learnt the lesson that the value of something is what they get at auction ....
