I dont think he was a sleeper - I think he woke up one day and thought Oh ! know I will kill a few women and kids and hey I will go to heaven !

I do for Angela Merkel - she had a vision for Germany and all it required for people who went to G to embrace their values, turn up to work, get paid and have a good time down the bierkeller
which honestly isnt much
a bit like I feel sorry for the islamic group that had alan henning in it
at the end of the charity convoy to Syria - they had one dead christian and later found two others had used it to send money to al qaeda
and I think the teenage organiseer was genuinely horrified at the results of his charitable impulses
[I hadnt realised the British Authorities had made it clear that that was the last charity convoy to Syria]

Finding somewhere to send them can be difficult. Attempts had been made to deport Anis Amiri (the Berlin market lorry killer) to Tunisia but they refused to accept him.
There must be millions of immigrants/descendants of immigrants in Europe and whilst some may be under surveillance the vast majority can't/won't be on the radar- usually we only find out after it's too late.

Mmmmm - I'm not sure what criteria would be used but if there was some profiling system that was proved to be sufficiently accurate although I can't see how we'd ever be sure we have locked someone up who would otherwise have been a mass killer.
I would agree though it does seem some who are supposed to be watched are not being watched closely enough
