Any nation which might possibly have been required to host a Quarter Final had to notify the ITF of all possible venues 15 days before the First Round commenced. So the shortlist of possible venues (which could, of course, just be a shortlist of one) will have been known to insiders for ages. However the rules don't specify a date by which the choice of venue (if there's actually more than one to choose from) has to be notified to the ITF.
It's unlikely to be the Palais Omnisports de Paris-Bercy as their website suggests that other events are booked for there on the relevant dates. The Palais des Sports André-Brouat, Toulouse looks like a strong possibility to me.
