Re filming in cardiff,its part of the bbc`s plan to move drama etc out of london as its always had the monopoly in the past.

I think it's more to do with Russell Davies being Welsh - maybe there is some aspect to it of cheaper costs, etc, but I think Russell (being in charge) wanted to do it on his own terms.
