Heir Hunters

Watching the programme tonight when they went to a storage unit, opened some boxes to see its they could find any information that will lead them to heirs. How are they able to do this ?What permission and where do they go to get permission to open the boxes in storage.?

Because the Government send the lists out as no obvious heirs can be found. I assume that's all they need to start the search.

They will have taken their instructions from Solicitors and thus got the correct permissions/keys, etc. to enter a premises/house.

Sorry don't know the exact date as it was recorded and I watched it a couple of days later. There was six large boxes in a storage unit company they were going through.
