not sure this is right section,I'd like to know if,when renting out a flat,if 'ground rent' is included in the rent,as pos buying a flat to rent out for my mother.

I don't know for sure, but I would assume the owner pays the ground rent and any other costs associated to repairs and maintence of either the flat, or the communal areas.
