It Happened Again!

We went to Abergavenny market today. On the way on the A40 between Monmouth and Raglan once again a stretch of the other carriageway was coned off. The lane next to the barrier. This was for about half a mile. No sign of anybody working or signs of anything being done.
On the way home a couple of hours later the cones had vanished.
Now this happens every time we go to Abergavenny. What is going on?

It is silly, it's got to the stage, we get to Monmouth and I say "Ok when do we see the first cones"
Coned off ready for grass cutting, which was done while you doing your business?

No grass cuttings done against central barrier Hopkirk.
That's what made it strange.
Litter picking then.
Is ther still a Cones Hotline- I remember one about 15-20 years ago
Maybe they were repairing some damaged barriers- screws/bolts loose or replacing a few pieces
When you work on roads everything has to be signed off so it might look like no one is working but the chances are they have finished what needs doing and have to wait for a signature...

Also they have to rely on other people. Yesterday my OH ordered tarmac at 10am....it didn't turn up until 3pm. They can't do anything inbetween, just wait.
Caran.....That stretch of the A40 is normally one of the best roads in the area....hardly any traffic and a wonderful road surface.
