Decent summing up, Talbot-. Many use humour, even black humour, (no pun intended) to defuse situations. It seems to be a storm in a teacup to me. Not the wisest of wisecracks since it might disturb those with darker skin; but they weren't present and wouldn't have known had someone not made the video public. The correct response would be for the cop to be spoken to by his boss about inappropriate comments to the public.
