An Idler is a wheel in a pulley.
Idle is 'not occupied' hence 'off watch'
An idler whell is an engineering term for a wheel placed between two others to transfer motion without changing direction

The answer will therefore be idler

Thanks a lot, mac and gen. I did not know the wheel bit - I should have looked in the dictionary. My excuse is that I was distracted by the football, I hate it when it goes to penalties.
