I think it has happened here - which is why the lottery machines now play a tune if you've won.

Our local supermarkets - one tears your old non-winning ticket for you - the other gives it back as they are not allowed to tear it or even bin it because somebody complained!

I don't understand why you can't scan your ticket in store yourself - that's how it works in Ireland - also stops the "please scan these thirty tickets" twits from snarling up the queue.
