North facing, sheltered, evergreen? Lots of choice really. Do you need something that will grow quickly to provide screen? Is the fence yours to allow fixings ?
Bamboo is good for growing quickly, I've used it for hiding a shed. Certain species grow faster than others so a little research is required. Out of interest there is one which grows extremely fast, probable too fast for your purpose but grows at the rare of 35" per day. This has been calculated as 0.00002 MPH!
Something evergreen, might be the way to go, so it'l give a year-round screening.
Pyracantha will also provide the added bonus of attractive flowers, berries and thorns to deter would-be intruders.
