Yes I get the news letter here in U.S. which surprises me as there are certain parts of the BBC website I cannot access.

Since it's sent to an email server, rather than direct to a reader's computer, there's no way that the BBC's server would know where it's going to end up anyway.

e.g. If someone has an email address ending in '@gmail.com' (which uses servers in the USA) or '@gmx.co.uk' (which uses servers in Germany), the BBC's system can have no way of detecting which country they're in. (In practice I think that someone registering to receive the newsletter might be asked which country they're in but, if so, that's only to include more content relevant to the recipient).
