Free Photo Editing Software

Hi all

I've recently had to replace my hard drive and in the process, I've lost the software I was using to make passport sized photos for an ID card. Can anyone suggest please some free suitable software I can download off the internet to resize photos to the size I need and print them off.

It's got to be suitable for a numpty like me to use!!!
