Vehicle Registration Districts

When the new style vehicle registration number system was introduced in 2001, a leaflet was published showing how the initial letter would identify the registration district. Hence 'A' was Anglia (East Anglia),'B' was Birmingham, 'C' was Wales (Cymru) and so on. So where do 'G', 'T', 'U' and 'V' come from? And what about 'J'?
