After yesterdays horrible clash of heads consequently injuring Micheal Keane. Is it time to review this situation?

The big problem in football players is repeated concussions causing a brain condition known as Chronic Traumatic Encephalopathy (ETC)
Concussions are the problem.
However it has been shown that although "headgear" will provide protection from superficial injuries (broken nose, cuts ) they do little to prevent the brain for concussion.
Not my field of expertise, but it may be time to review the situation, but i can see no reason for change.
