Besides, this comes out of the existing foreign aid budget- that money had to be used for aid as we have to give 0.7% of GDP by law so it's just spending this money in a more focused way than a lot of our other foreign aid spending.
Given that we have a foreign aid budget commitment of 0.7% of GDPwhere else would people want to spend it instead of Africa.
To put £4billion into context, our current exports run to well over £600 billion a year, so with Brexit in mind it's worth trying to gain new markets.
