8 across: They move slowly in the outer edges of Skegness? (7) S?RA?LS.. Now this must be scrawls (move slowly = crawl, outer edges of SkegnesS) but where is the definition?

Baffled by this too, can't find a definition that works. Also, while pretty sure the answer to 7d is 'escapee' cannot parse it (Runner picked up tips from several keep-fit professionals). Presumably something to do with start of words (tips)? But not registering. Help appreciated.
