As above, I have always enjoyed European culture and will continue to do so. I am European, but not a citizen of the EU. What a strange question.

Why do people think that to be "European" and enjoy European culture you have to belong to the EU? I wonder what benefits the "associate members" will enjoy?

On a purely pedantic point, my dictionary defines a citizen as "a person who is a member of a particular country and who has rights because of being born there or because of being given rights, or a person who lives in a particular town or city". No mention of a supranational political construct being able to bestow citizenship. So I wonder what he "associate citizenship" will actually mean.
