While some seem to have to jump through hoops to obtain benefits and attend job centres weekly and compile logs of jobsearches, it's hard to understand why housing benefit plus working tax credits and other benefits were paid in this case for 8 months after the family returned to Libya

once you understand the system it's not too hard to see why this can happen...
i have had to wait 8 months for a decision about a benefit, it was hard to get....
i did get it sorted in my favour, and once in you can see how it's easy to get further benefits...
It may be considered racist to question brown people on their exact circumstances.

Nobody likes to be confronted by wild-eyed shouty people who take to their own language and wave their arms in an alarming manner when challenged on stuff.

The ease of extracting free money from the state is inversely proportional to the probability of officials being accused of racism.
Basically, the more children you have, the more benefits you can claim. In this instance the parents had half a dozen kids so presumably they needed a bigger house and the housing benefit was high. Working Tax Credits and Child benefits would also be increased in proportion to having lots of kids.
Muslim families are not the only ones to exploit the system in this way, there are plenty of indigenous Brits playing the system in similar fashion.
A single person with no kids will not qualify for much benefits and will get little help from the state.

Except its Johnny English who equally exploit the system with large families.
In this instance of the Manchester bombers, they are muslim. But it is not hard to find examples of white English scroungers doing the same. The problem isn’t solely immigrants.
