One does not abrogate border integrity in order to trade, export/import with the world. It can have nothing to do with being presently forced to keep illegal immigrants. Indeed to do so would actually reinforce the inability to protect one's nation from influx. The ability to secure borders should be the present legal position, not any inability to do so.
