I first heard it one bitterly cold morning on parade in the RAF in 1963. The person who said it was a born comedian and on a previous similar occasion had said "It's cold enough for two pair of shoelaces". Much of his comedy was absurd as are these two sayings but we always thought him funny. I don't know if he was the originator but it wouldn't surprise me if he was.
I've never heard of it.
Weecalf, in this case a pair is one item.
