People who queued for two hours after driving 20 miles to get milk from a farm's vending machine have been fined for breaching lockdown rules.

I haven't fully digested the Welsh legislation but from the above passage it seems, once again, police are issuing fixed penalties when no law has been broken.

They don’t want you to go shopping everyday to relieve your boredom.
But that is what is happening.
Rather than avoiding contact, people are shopping when they don’t need to, just for the social contact.
Old people, bereaved people, single people, lonely people, or just sociable people are taking shopping as an excuse to go out and meet people - and its all completely legal and acceptable.
They don’t want you to go shopping everyday to relieve your boredom.
But that is what is happening.

If there's evidence of anti-social behaviour it should be dealt with accordingly (usually by means of the Public Order Act). Anti-social behaviour does not make one liable to a Fixed Penalty under the Covid restrictions.
