There is a riddle to this too. Don't know if you have heard it. Better when it is said rather than written down.

Twins born in March, their birthday is in May, one is twenty the other is twenty two, one is older than his Father, the other grew up to marry his Mother.

I've nt seen the riddle before but, if you bring religion into it, you can answer the father and mother parts.

father's birthday is 29 Feb. Son is a priest who marries his mum to another man.

I was thinking more in terms of the Father being a Roman Catholic priest completely unrelated to the twins but attends the same church.

Depending on who you may have heard this from it could have different answers on the father bit. The other parts are,

Twins born in March, a town in England.
So their birthday is in May.
One is twenty the other is twenty too, twenty as well.
One is older than his father meaning his mother remarried a younger man, younger than them.
The other grew up to marry his mother meaning he became a priest.

The father bit changes with who you hear it from. One is that their father died when they were very young, another is that he was born on 29th Feb and the other is that they called him father though he was really a stepfather.

I would argue that the religious father is a better explanation than yours. Surely people stop ageing when they die and, if you measured age on number of birthdays, very few of those people would ever reach the age of 17 and be able to drive a car.

I'm arguing that Feb 29th people who have had 17 birthdays are 68 years old - a bit old to start driving.
