I admit I too had reservations on its authenticity but having looked around at various sources it does seem genuine enough.
Putin's regime would be unlikely to tell the army the truth, they are Russians effectively fighting Russians, telling your Army you are going to kill fellow kinsmen would massively reduce morale.
