We have a $300 onboard spend with our trip. Haven’t set foot on ship yet, but had an email today to say they we now have $229.98! How could we spend anything when we haven’t even started cruising? Haven’t paid for anything in advance like booking restaurants or excursions. Can’t get through on phone and they don’t answer emails. Wouldn’t recommend Celebrity to anyone.

Tips are included Pat, but when we had to pay in the past, on Royal Caribbean (they belong to the same company) the tips came off your statement at the end. Nine nights, ten days. This cruise Includes tips, WiFi, drinks. Apparently all Celebrity cruises offer this now, they never used to.
From Celebrity's own website:
"While you’re not able to use your onboard credit to pay for things in advance of your cruise, you can reserve activities for which you’ll be using your credit once your cruise is underway."

So it would appear that Celebrity think that you've 'reserved an activity'!

This doesn't answer your question but it does indicate just how quickly your OBC can disappear!

Nope, not reserved anything. And to top it all, there’s Covid on the ship.
Have you booked any trips or activities?
Sorry, just seen your answer above mine!

If you haven't ordered anything at all in advance, I can only imagine they're showing your onboard credit in pounds (even though they're using a dollar sign).

Ellipsis, you are probably right, thanks all.
