Thoughts on No 1. ARGUS is an anagram of SUGAR and refers to the eyes of a peacock's tail. It also applies to some breeds of pheasant. Can it also be aplied to some brees of GROUSE (whiskey)?

As for the last clue there is an "idle wheel" also called an idler, hence it may be an anagram of STIR + IDLER? or even IDLER + CHAOS? Good luck
