However defence minister Shoigu may also make an “appeal”:

Nah, the Argentine’s did not attempt to hold a poll when they occupied the Falklands in 1982.
There was a referendum in March 2013 at the instigation of the Falkland Islanders themselves. And they voted overwhelmingly to be tied to Britain.

When Ukraine announced TOTAL mobilisation in February there were massive queues to sign up which took days if not weeks to process.
Over 60s were turned away.
That is why Putin's war is doomed to failure.
As for the threat of nuclear weapns, he threatened that more explicitly in February. His biggest - his only weapon - is the threat of their use. Their actual use would hasten his demise.

Putin's words are as the passing of the wind from his trouser cheeks. He has caused death, injury, and destruction to both Ukraine and his own soldiers, and now in serious trouble he calls for reserves to also sacrifice their lives on the pyre of his sick ambitions. In addition he calls for invalid polls on whether he should make invaded areas part of his neighbour's nation part of his totalitarian state. This is just more escalation from a cornered rat.

I’m hoping the West are very much invested in that strategy.
Re the Falklands, I can only assume the suggestion has to be that Johnny Foreigner planned to wipe out the island's population before sending their own citizens in. No other interpretation makes sense.

But they didn't get far. They assumed their lies brainwashing each new generation would achieve enough will to overcome the rightful owners of the island, as they simply didn't understand the Brits determination for fair play and not getting robbed by lying chancers.
