can doctors or surgeries reject me from registering as a patient of theirs?

Sometimes their lists ar full, and they arent registering new patients, sometimes if you had for example a history of physical violence with health professionals, or being an awkward patient they may also reject you. if you cant get a gp, then the primary care trust has a duty to assign you one
Yes - the commonest reason is being out of area - each practice has an agreed area in which they have to take patients if their list is open as well as the otherreasons listed by bednobs although if you rejected someone for being an awkward patient you could get in trouble. GP's rarely close their lists now as they could have some services removed that they provide (and are paid for) and could loose other funds too (this was in the new contract from 2years ago) so before that GP's often had full lists
