Which job should I choose? City vs local

I am currently working for an investment bank (one that is not in as much trouble as all the others so it looks pretty secure) as an IT Project Manager. I come from a web background, working for small companies, and have found the transition a big shock. I just don't get all these banking terms and I don't even find it interesting, which doesn't motivate me. I have at least an hour's commute by train, which costs a bomb. I am in a relatively junior position, which I also find difficult based on my background which was in management. But I am paid �50k with plenty of other nice benefits and probably a long and prosperous (in terms of money) career path ahead of me. I am on for a promotion in a couple of years. On a whim after a bad day at the office, I decided to apply for a job local to where I live. It is back working for a small web company, that has been going for a while now and seems successful, as an Account Director. A job I would be able to do very well, be enthusiastic about, 20 mins from my house. And they have offered me the job. On the downside of course, no room for moving up the company (only the MD above me), �45k (which is still very highly paid for a local job), flexi-time. But no other benefits. I don't know what to do. I am completely stuck. I know that the web job would improve my work life balance significantly, but can I give up those bank benefits? Any advice from anyone who has made a similar move would be appreciated!
