The War Powers Resolution of 1973 (also known as the War Powers Act) "is a congressional resolution designed to limit the U.S. president’s ability to initiate or escalate military actions abroad.” As part of our system of governmental “checks and balances,” the law aims to check the executive branch’s power when committing U.S. military forces to an armed conflict without the consent of the U.S. Congress. the war powers act was passed after kissinger's cambodia campaign in large part because it had happened behind the back of congress... if you don't understand his role in orchestrating that campaign then you simply haven't read enough... he signed off personally on thousands of strikes... nixon practically deputised the whole thing to him. he was as responsible for it as heydrich was for the "final solution".
the chilean coup that kissinger masterminded - which deposed a democratic government and installed a fascist one - was carried out by the CIA not the military...

why would you assume one phone call per airstrike lol. the figure comes from a pentagon report released in 1973... as far as i am aware your hero never disputed it.
i am curious... apart from being bright and important what did henry kissinger do to earn such undignified and servile loyalty from you? in column a we have hundreds of thousands of civilian deaths in cambodia, installing the fascist pinochet regime, and encouragement of genocide in east timor and bangladesh... what's in column b? did he shake your hand once or write a book you like or something.
