Yes jno- FPP was a cruel policy introduced by Blair's government.

As for the  case in the OP it's another example of the failure of the Scottish government to follow their own claimed policy and official uk government policy.

There was a case of a fist fight between two teenagers and one unfortunately died. Cos he was underage the survivor was detained "at her majesty's pleasure". He was still in jail more than 30 years later.

I hope her majesty was pleased about that!
