you can buy pets from exchange and mart but why do ebay "who sell anything and everything" not allow pet sales?

They don't sell anything and everything. There's quite a lot they don't allow to be sold, simply because of possible legal issues or other complications.

If an international site such as eBay allowed animals to be sold, there could be no end of problems with animals being illegally captured just to make some money.

eBay don't allow the sale of alcohol, (only inside collectable bottles), everyday tobacco products, porn....

it's their site and they make the rules.
