“…right now the shops are rammed with people spending. Ok.”
Must gave picked up since last month then:

“Retail sales volumes (quantity bought) are estimated to have fallen by 0.7% in October 2024, following a rise of 0.1% in September 2024 (revised down from 0.3% in our last publication)."
Non-food stores sales volumes fell on the month as retailers reported that Budget uncertainty affected sales.”
We’ll have to see how it goes when this month’s figures are released,
"People always hold back on spending around October,..."
Not according to The Guardian (not too well known for criticising Labour policies):
"Budget blamed for first contraction in private sector for a year
Labour’s first budget in 14 years has been given the “thumbs down” by private sector businesses as it was blamed for the end to a 12-month run of expansion and a fall in retail sales.
Many businesses said the first fall in business activity in November since the same month last year was a result of tax rises announced by the chancellor, Rachel Reeves, while official figures showed retail sales had dropped in October, the first month of the “golden quarter” for retailers that includes the Christmas rush.
October is not the month when people hold back on spending. All the historical data suggests it is (normally) the month when spending ramps up in preparation for Christmas.
