Unfortunately, I suspect that Birmingham is like many other councils overrun with over paid consultants at the top end and any cuts made always impact the service users.  Unfortunately, their accounts for the last two years appear unavailable, but I have found some reports based on FOI requests that they spend a massive amount on consultants.  Unfortunately, the consultants do not assist with cost saving and instead increase costs by kow-towing to ridiculousness and inventing unnecessary positions.

Short term, they need to clear up the mess (the immediate impact is urgent).  Long term they (like many other councils) need to stop nibbling round the edges with silly nonsense stuff and just get the job done.

I doubt many members of the armed forces will be eager to clear away months worth of smelly gunge. Not what they signed up for, is it?

Surely the Army can't do it without an WRCO to show them how.

No, Ken, it isn't.  And it makes me a bit cross that the option of last resort is to call in the army - who will do it and will do it very well.  But the army should not be called upon for such stuff.  They are not the tail end charlie who should be dealing with the mess that a load of councillors appear not to be able to  deal with.  BCC should get a private firm in and pronto.

What was once the workshop of the World has become the cess pit of the World. How did that happen? Before Great Britain even had a sewer system and running water the local populace knew not to let this degrading state of being happen. How did we become so minded that this degrading state of affairs could be countenanced?  

Could they not get some of the hotel boat people to start earning their keep by clearing the carp?

I amg lad i do not live in Birmingham. It must look like a third world dump.
