Under the Marriage Act 1986 It would not be legal because Frankie played a part in his growing up - took on the role of mother.

Had Jamie been grown up when Frankie and Danny married, or never lived with Frankie as a child, then it would be perfectly legal.

Basically:

Step-Relatives
Step-relatives may marry provided they are at least 21 years of age. The younger of the couple must at no time before the age of 18 have lived in the same household as the older person. Neither must they have been treated as a child of the older person's family.
Good grief - you learn something new every day!! I thought it was legal as they weren't blood related.
