Downloading email attachments

I have web-based email from which I am unable to download reasonably small attachments, (eg 36k). I am also unable to submit replies on certain internet forums.

I have cleared my history and cookies, downloaded IE7, disabled firewall/antivirus (temproarily), had a PC healthcheck, all to no avail. Previously my connection was fine, and all connection status is exactly the same as before.

It seems like any time I try to do something remotely complex I get the "this page cannot be displayed" message after the "status" bar gets slowly to half-way.

Does anyone have any suggestions as to what I should do about it?
